For a new Pretoria development or supply upgrade, start by establishing who supplies the property and what electrical demand the project will create. A municipal address alone does not settle the application route. This checklist helps owners, developers and professional teams prepare a useful engineering brief.
1. Confirm the electricity supply authority
The City of Tshwane states that properties inside its municipal boundary can fall within Eskom supply areas. Those customers must approach Eskom for a new supply rather than submit a City electricity application. The City also distinguishes standard connections, where the reticulation cable is already provided to the boundary for that supply, from non-standard connections requiring further investigation. Consult the City’s official new electricity connection guidance for the applicable process.
Before commissioning detailed design, collect an existing electricity account if available, the property address and cadastral description, and any written supply correspondence. Ask the prospective authority to confirm the supply area and application route for the actual property. If the property has no connection, describe that explicitly.
2. Assemble a project information pack
- Site location, erf or farm description and a site plan showing the proposed development.
- Intended land use, development phases and the programme against which decisions are needed.
- Existing supply details, available drawings and previous authority correspondence.
- A schedule of proposed equipment and tenant requirements, identifying large loads and future expansion.
- The question to be answered: initial feasibility, available capacity, a new supply or a supply upgrade.
This is an engineering briefing checklist, not a substitute for the authority’s official application form or its current document requirements. Keep assumptions and unknowns visible so that an initial estimate is not mistaken for an approved design.
3. Establish demand before choosing infrastructure
Use an agreed assessment to distinguish connected equipment ratings from the demand expected in operation. Record any measured information separately from estimates. Where existing capacity is uncertain, commission an electrical capacity assessment before committing to an upgrade concept.
The resulting engineering brief can then identify whether further reticulation design, supply layouts or substation studies are required. Do not assume a particular connection voltage or transformer size before the project and supply conditions have been assessed.
4. Separate the engineering appointment from approval and installation
Kuyper’s new connection and supply-application service describes engineering assessment, design information and technical coordination. Ask for the deliverables and exclusions in the appointment. An engineering proposal, an authority application and a contractor’s installation quotation address different responsibilities.
Record who will submit documents, respond to technical queries and track outstanding information. Confirm the authority’s charges, supply conditions and programme directly; a consultant’s appointment does not guarantee capacity allocation, an approval date or energisation.
5. Keep development conditions and certificates project-specific
If a development condition or authority letter requests Section 82 documentation, RM6 information or another sign-off, include the exact wording in the brief. Ask the professional team to establish the applicable requirements and responsibilities. A general online checklist cannot establish which certificate or approval satisfies a particular development condition.
Questions to settle before requesting a proposal
Can I apply to Tshwane simply because the property is in Pretoria?
Confirm the electricity supply area first. The City’s guidance expressly addresses properties within its boundary that are supplied by Eskom.
What should I send Kuyper?
Send the site plan, location, intended use, proposed loads, available supply information and authority correspondence through the Kuyper contact page. State the decision needed and the development stage.
